In Canada, do GST?HST rebate cheques differ depending how how much Income you earn?

I'm just curious, my friend says his rebate cheque was $200 or perhaps a little more, he makes $18/hr. My rebate cheque was $179 and I make $12/hr. I thought HST/GST rebate cheques were all the same.
